City of Lacombe Adopts BOLT Transit Advisory Committee Terms of Reference

Lacombe, Alberta (July 10, 2018) –City of Lacombe Council adopted a newly developed Terms of Reference to support the establishment of a BOLT Transit Advisory Committee. The Terms of Reference follow City Council’s recent direction to establish an advisory committee in partnership with the Town of Blackfalds.

The six-member BOLT Transit Advisory Committee will be comprised of two councillors each, representing the City of Lacombe and Town of Blackfalds, and two citizens, one each from Lacombe and Blackfalds.  These six positions will be voting members.  Designates representing Burman University, City of Red Deer Transit and Administration from Lacombe and Blackfalds will participate as non-voting committee members. 

The purpose of the BOLT Transit Advisory Committee is to:

  1. Engage citizen input relative to BOLT services
  2. Develop operational plans for optimal service
  3. Identify strategies to increase revenues and ridership 

The committee will report proposed recommendations to both Councils on a bi-annual basis. 

The creation of the BOLT Advisory Committee followed a review of regional transit services by Lacombe City Council.  Current ridership levels of the service were a concern for Councillors.  A four - three Council vote directed Administration to convene an advisory committee to conduct an analysis of BOLT services and enhance overall use and revenue generation of the regional transit system over the next two years.  

“Launching a joint committee with our service partner, the Town of Blackfalds, and engaging citizens’ points of view will assist in gathering the in-depth information needed to address Council’s concerns,” said Mayor Grant Creasey. He went on to say, “this review is an example of the due diligence that this council will expend in order to honor our Strategic Goal related to prudent fiscal management.”

“Administration looks forward to working alongside committee members to develop further insights relative to the optimization of the regional transit system to meet the needs of citizens’ and Council’s objectives.” said Chief Administrative Officer, Matthew Goudy.

The City will release advertising to secure volunteer applications from those interested in regional transit services as per volunteer recruitment protocols.  In the interim, interested citizens can contact Guy Lapointe, Community Economic Development Officer, at the City of Lacombe.
